Here in this topic, I list different Gif animation or image edition sofwares you can use for forum design creation. Some of them are freewares and others are trial versions.

This post will be updated if I have to add softwares in the list.

PhotoFiltre 6.2 (Freeware)

The GIMP (Freeware, needs to have the GTK+ Runtime Environment installed to work)

Pixelr- This is an free online application and its like photoshop
