force members to upload avatar on registration

I actually vote yes, they're alot of sites (not necessarily forums) that make you upload a profile picture or avatar upon registration, and I don't mind it. However, i'd only think it's a good idea if you had the option to enable it/keep it the way it is.

But its a yes from me.
