how do I add the 'follow me' twitter badge to my forum so it goes to my twitter account?

Generate the badge/widget code and copy.
Go to Modules>widgets management and create custom block.
Paste the badge code there and save.

Either place the custom block in your forum widgets/portal/both by
using the addition/deletion personal widgets. from the drop down menu choose where the widget will go. You can drag and drop the widget into place in your structure page.
