I currently have a broken phpbb3 forum on a host that I pay for, is there a way to import that member list to the forum I am setting up here so those members do not have to sign up again? Or import the forum itself without the mods that I believe are causing the issue?

Nopes, you cannot bring outside data to forumotion here. You will have to start over all again.
