activation - member activation Empty member activation

in my forum new member is join means i am only getting the activation code the user is not getting...
i want to change my user should only get the activation code what i have to do.how can i chang that

ACP -> Users & Groups -> Users -> Users options -> New accounts activation -> User or Automatic -> Save
