How do you add a warning bar on the users detail?

Eg. This help forum has a warnings bar on the right --->

I found out how to add a warning bar.. thanks to this :

But how do i edit a person's warning bar when he/she breaks a rule?

Go to the memberlist, find their profile, click Administrate Profile, scroll down to the warning bar and choose which image you want.

Go to the profile field of warning bar and set it so only Admins can change it.
