I want to make a designer rank for my forum, i know that you have to make a rank in the ranks part, but what do i need to do after that? Do i put them in the admin group so they can change the design? Or do i make a new group? If so what permissions do they need to be

Users & groups>Search Users
Click on the username
Then at the bottom, you can choose their rank.

Well that is your choice, what permissions you wanna give them after adding them to a certain group.

The ability tye change look of the forum but not so that they have accsess to the rest of the admin panel

No one will have access to admin panel, until you add them ot the administrator group.

Yer i figuerd out that much but is there a way to let people have acsess to certain parts of it

Nopes, thats currently not possible on forumotion.

Oh ok i might just make a catagory like on this forum where members may post there creations there. Thanx anyway
