How do you subtract forum currency from a user?
And how would a regular user send it to another user? I've looked all over the forum, there seems to be no button for this.

There is no button to transfer points, the admins must do it manually.

Right. So how would I remove currency, or points?

Go to the points donation, type in the username and change the points.

Right that's semi fixed. So it's technically solved, even if having to donate points manually sucks. (And is an abomination.) Never-the-less. Untill either I get used to the idea, by some miracle some one decides the donate points to another user is a must have and must be added when one activates the points system or untill I can re-make my forum with another forum making site I'm stuck with it.
