Admin panel not showing for other admins only me

My friend cant get to the admin panel, theirs no button at the bottom and when he types /admin at the end of the address it says he cant use the admin panel in this forum. I might know how it happened, i restored the forum thinking that it would save so if anything happend i would be able to restore it (i restored users and theme). Is he in the administrator's group with the crown?
Admin panel >> Users & Groups > Group administration > Admin (with the crown) ensure that they are there, if not, add them there & save it.
