Changing the Online count manually

I want people to look at my forum, and see that there is 15 guests on at a time, when there is only 1 or 2, and think that is a popular forum, so they'll sign up. So in the settings, you could choose something that says like "guests online to start" or something. Who agrees?

That's tricking then ... You shouldn't trick your visitors if you want a successful forum. Forum will be a success if it has good content and discussions, and of course, the main topic.

Yeah, I agree with Vlajki, this is not a good idea. I find this a very disconcerting suggestion and very dishonest.
