Link text shadow

I've searched... but can't find my answer.

How do you add a link text shadow? And how do you change the colour of the links?
For example, I stumbled upon this site: http://fiction.dust.tv/
And its links, when hovered over, glow?

I'm using Phpbb 2...

EDIT: Sorry... I just explored a bit more on my Admin panel... I added this code into the CSS
