My suggestion:

User select an avatar in registration form.
On the registration form created a place to select "no avatar" or upload your own avatar

So, users can choose an avatar from the forum or from somewhere else.

What do you think?

I liked the proposal and expect refusal of officials

Not hugely important but I like it because I don't like how it takes a while for some users to work out how to add an avatar.
