How to have the category of Announcements that it contain the topic. And It will show every page/forum like the category that name "Warning & Read It" in this forum ?

Only Global announcement can show on every page of the forum

Also check => A-CP => General >> Messages and Emails >> Configuration >> Separate announcements and stickies from the messages With a table and save.
