footer designing

how can i design my forum footer as in the following image...especially the line

All I know is you have to edit the Templates...

Go to ACP (Admin Panel)>Display>Templates>General>index_body, when you find index_body, click the button, and then towards the bottom, you will have to add the HTML code to it, which I don't know what that code is

Keep in mind that you can only edit templates on PunBB or Phpbb2 forums...
