Megaupload Filebox On BBCode Box

I want to add my Megaupload filebox
Like this

But the instructions say
Administration Panel=>Display=>Post & Private Messages =>posting_body click to the botton and add after line

But the "Templates" isn't in Display! Only "Templates modified and published" &
"Templates modified and awaiting"

Please help I am using PhpBB2!!! Help!!!

you find the templates in the bottom left side. and you must be the founder!

There is no "templates" in my display section.
