i want line after Globel announcemnets, announcemnts,
is it possible?
i mean any script?

You mean separating normal messages with the stickies, announcements etc. ? try this:
Admin Panel > General > Messages & E-mails > Configuration > 'Separate announcements & stickies with the messages': Set it to 'with a table' > save
