Yes it is

ACP >> General >> Forum >> Configuration >> Activate Ads: Guest
If you want to stop ads completely, you will need to purchase credits.

Is this a new forum? If so, you need to click yes for "Reduce the number of displays for images advertisments"

You can find how much in your admin panel under misc // spend credits // ads
