Solved Have members only post in topics, not make them?

I'm pretty sure this is possible, but is there a way that I can have only either Admins or members of a certain groups can make topics/blog posts in a certain forum, but normal members can still reply to them?

Admin Panel>Advanced>General>Forums>Categories & forums>x/tick (permissions)>Open topics>Uncheck Members (& Guests) & check permissions for those you wish to be able to open topics. Click Save. Repeat for every forum you want to restrict members from opening topics.
