category can only see the visitor?

How can I add a category to view only the visitors, and no registered users;
the permission that I saw I go to click on my visitor and automatically removes all users because;

Hi, if a guest can see a category then so can a member. I don't think it's possible to create a guest-only category.

I want to make an issue that becomes a record and I can only see the visitors not do so?
