Reputation

Is there a way to make it to where only a mod and admin can give members rep?

Administrator panel > modules > reputation > activate reputation system > no .
Administrator panel > User and groups > profiles > click on the green plus :-

1.type = number
5.nessecarily field -no
6.display = profile and messages
7.display type - your choice
8.Who can modify the profile field value - Moderators ONLY

Like Sanket said, there's no feature you can do to do that. Sorry.
