we should have the ability to post our own custom bbcode(this comes with phpbb3)

Forgive my ignorance but how would we benefit from using bbcode? Is it easy to use? I just got used to using html codes, well sort of anyway. It gets harder to learn as you get older.. LOL

Look at the Quick Reply composer window at the bottom of this page. Do you see the first three little formatting buttons across the top? When you select text with your mouse cursor and click on one of the buttons, it formats the text with whatever the button does...bold, italics, and underline. The other buttons do other stuff...mouse over them to display the screen tips that tell what they do. There's a more extensive set of buttons available when you use the full "Post A Reply" feature.
Of course, once you know the BBCode for any given element, you can just enter it directly into the composer window as you write your message. Here's a basic BBCode guide for more information. (I used BBCode to insert that active link. You can inspect the code by clicking on the "Quote" (Reply with quote) button, which will embed the text of this post in the reply composer as a quoted post.)
You inserted a smiley in your post, so you're obviously not one of the people who are fanatical advocates of the concept, "If you can't say it in plain text, it doesn't need to be said." Yeah, I love that story...except for the fact that it's not entirely honest. Yes...when formatting is abused it can impose a great deal of visual noise on a message, interfering with rather than aiding effective communication. But when it's used properly, formatted text contains information; it's part of the structure of the message. Anyhow, you obviously aren't a plain text purist, so perhaps BBCode would be useful to you.
This poll is about implementing CustomBBCode in the Free Forum interface. The interface already uses phpbb3, which does accommodate user-defined CustomBBCode, but it has to be enabled in this interface for it to work here. If you don't need any features other than the ones that already exist, it probably won't matter to you.
Please note that it's not the kind of thing that any reasonable, thinking humanoid would vote against, because if you don't want to enable CustomBBCode on your forum, just don't enable it. If others want to use it that's their choice to make. A "No" vote on something like this is usually evidence that the voter either doesn't understand the poll, or has...uh, "personal issues", if you catch my drift. Implementing this suggestion would harm or inconvenience no one.

You're correct, of course, that BBCode already is enabled in the Forumotion interface; however, this poll is specifically targeted to custom (that is, user-defined) BBCode. There's a long-standing sticky thread on Custom BBCodes on the phpBB community 3.0.x Support Forum. The original post in that thread provides a listing of all the custom BBCodes that existed at the time the post was last updated (October 03, 2007 as of this writing), many of which already have been implemented as button tools in this composer, so those features that were once "custom BBCodes" are actually standard features in Forumotion's implementation of the phpBB3 interface. So yes...if that's what you mean by "bbcode is already put on", you're absolutely right in that regard.
Nevertheless, if I correctly understand the intent of this poll, it's supposed to be a referendum on Forumotion's implementing a feature that's already included in phpBB3, but it's missing here—namely the ability to define one's own custom BBCodes directly in the admin panel interface. If you want to learn more about that feature, you can read Adding Custom BBCodes in phpBB3 in the phpBB Knowledge Base.

I'm glad I found this poll. I've been wanting to create my own custom bbcodes. A friend of mine started a website a few days ago to post his custom bbcodes. He's got some pretty cool stuff on it. I vote go for it.
