i made this forum to help my friends at school with computer problems
and they dont have internet email
all they have is firstclass email (which doesnt go into internet)
i wanna make usernames for them
so how do i make members? Question

Not sure I understand you, but you can't make users. They have to register on the forum. Or you could register yourself again on the forum but with a different e-mail address and then give the info(Username and password) to your friend.

make it so people can have the same e-mail but muty accoutns

You're welcome, and no, you can't deactivate e-mail activation, you can only set e-mail activation to user(users receive e-mails that they need to activate themselves before login in) or admin(you receive an e-mail that you need to confirm for every new registered member)
