Admins should be able to deactivate/activate this feature.
In addition, admins should be able to apply topic rating system to selected forums only, not to all forums compulsorily.

you can add this if you use PHPbb2. i dont remember where you get the script but you can add it. so it's a yes for me because i use invision.

Not even through HTML only.
It needs JavaScript or other similar scripting.
