want a special web page for my forum

i need only one page before my forum start so i can write something about "what's the goal of my site,why i have created this forum etc."
means when users click on my site address then they must on homepage after they can enter in my site..hope you understand what i want to say..

You can create a home page by visiting: Modules followed by the HTML & JAVASCRIPT, HTML pages and then to management, you click Create new html page, and then create a page with html source code, set the title.
Tick ​​Use this page as homepage? is there.
