Does teh unsubscribe link override the admin panel no option

I have the option for users to unsubscribe set to no so I can find out why members wish to leave before deleting their account, but it seems the link below allows them to delete their accounts themselves.

Is it supposed to to that as it says in this question

that setting the option to no should stop them.

Nopes, it will remove their username & profile details. It will appear as a Guest Profile & yes it does over ride the admin panel option.
