Warning System?

Before you say anything, I am not suggesting it.
People have been talking about a warning system that we can have on our forums.
I just wanted to know how I could get to it and activate it.
Unless its automaticly activated then I will feel stupid. >.<

The warning system that everyone says that we have.
But apparently its not to advanced enough because everybody has been complaining to get a new warning system. Not the system on here, but the one on our forums whenever somebody does something bad. Like when somebody reports another then a message is sent to the admin and he can like give a warning or something with the system that I am not 100% sure about.
