Valentines code for PhpBB3

Hi,

I paste the 1 Valentine code to site description but it does not work on my forum as I could not see the results,so these codes are for PhpBB3 version too or not?

Site Description

Your decoration will be displayed on every page of your forum.

Or
Administation Panel > General > Forum > Promotion > Search Engines

So that,s why I can not paste this code by using first option.

The meta tag type is Link Javascript.
