I wanted to ask how can i do this ?

I know that isn't a thread that just redirect.. how can i add like that rule ?

You can add more rules here:
Administration Panel > General > Rules and FAQ > Additional Rules

I believe that screenshot is an image of a HTML page.
Administration Panel > Modules > HTML & JAVASCRIPT > HTML Pages Management
It is a HTML page, there is a link in the navigation menu called Rules.
