I want to be able to make a Moderator and Support member a special rank but when I do that it gives them the access to the Admin Panel which I don't want. Is there a way to change that?

Go to : ACP--->Users and user groups----->Group administration---> Create a new group.
Then, cut-off their limits to prevent them from entering ACP(Administration Control Panel)

Hi, let's clarify first that ranks and groups have nothing to do with each other. Ranks are purely for aesthetic purposes; for creating ranks please see this topic: https://help.forumotion.com/t16692-user-ranks
Groups are the things you should be looking at when setting permissions. Only members in the admin group (the one with the crown) can access the admin panel. If you create another group and add them to that, they won't have access to the admin panel.
