Administration Panel > General > Messages & Emails > Configuration
Images resize :
Leave fields blank for no resize.
Width : [] pixels (minimum : 300)
Height : [] pixels (minimum : 100)
When someone posts an image larger than the numbers you enter, the image will be resized and the Enlarge Image will appear at the top of the image.

I'd recommend against the default forumotion image resizer, its ugly and hard on the system.
The function which deals with it is over 250 lines!!!
I'd recommend using the alternative I wrote whch is about 30 lines... because its a much better script.

Mine also provides a lot more flexibility.
