I am attempting to change the background around my logo/header (it is a photo). I am only able to get the bottom half to change...

it seems that you need to make the background image bigger - stretch it a little so its height is fitting

in that case use this one to upload it somewhere in your style admin panel...

basically, you would have to find this picture in the styles-admin-panel and replace it with a complete black
one.
