If you are administrator you can see hidden users. If you want the forum moderators to see also, go to Administration Panel => General => Forum => Security => Security Administration => Allow moderators to see the hidden users : Yes.
You must be forum founder to see Security.

Also, make sure that a simple member can see a hidden user if he are friend with that user.

You can see if a user is hidden by viewing the list of who is online. The hidden users's usernames will be italic.

Another information: you can see on Memberlist the hidden users by his Last visit: unknown.

As long I can see who is "hidding" it's allright.
