I noticed most Forumotion forums have the username bar at the side of the post.

I'm trying to find out how to move the bar to the top of a post, like at this forum.

Is this even possible to do in Forumotion?

Depending on what version you have it could be possible. You'll just have to mess around in the templates of your forum until you manage to get it. I think your best bet would be to leave it though unless you're advanced at HTML. You could potentially delete important things.

Since your profile states you are on phpBB2 all you need to do to have that is to replace your wievtopic_body template with mine. Save and publish.

I don't see anything special to your wievtopic_body. I'm aware that you have customised your forum, that wont be affected. Did you ever edit the wievtopic_body template?
