I just realized my forum's report button is not activated, I searched the whole admin panel and cannot find the setting anywhere... I have checked Admin Panel>>reports>>configuration>>report status: members, and it did not work!!

You may have activated it, however you might need to add images in pics management

Do you have an icon for your report button? Please check:
Admin Panel > Display > Pics Management > Advanced Mode > Buttons > Send a post report
