    As many other CMS software, and forum software offer this function, how about having a shoutbox widget on FM?

    Pretty much you input messages for other users to see (not a chat, as it's not real time).

    Offer settings on the acp such as:

    - Number of Shouts to display (3, 5, 10 etc)

    - Usergroups that can access it

    - Usergroups/users that can moderate it

    Are you talking about the original shoutbox from shoutmix.com? They are no longer free, you have to pay now.
