Question about Starting Topics

Hey my question is about Topics, now I have an Annoucements section and in that section I want members to be able to reply to my topics but not able to start topics in that forum section? Please I need help I tried almost anything but It wouldn't let me set the premmisions so that Members can only Post Reply and not Start Topics .. help?

General tab>>

Forum>>
Categories and forums

Click on the Permissions that you would like to change Go right to the bottom and make sure your in Advanced Mode

To change the settings so members can only reply to the post and not make a new thread do the following

Go to >> Reply to a message and put a tick in the box marked members THEN
Go to Open a topic and remove the tick from the members box this should stop the members from making a new thread and still let them post a comment to your threads you have made Then SAVE unless there locked
