Like who reports them, users on the site? And their is no link to the pages that were abusive. The only link is to the profile page of a well-respected member of my forum. I can't even contact the person who filed the abuses.

Exactly anyone can send a Report an Abuse to just the forum administrators by using the Report an Abuse link in the footer links at the bottom of the page. Just fix the issue or if there is no issue then just move it to the Done Abuses.
