Topics & Category Highlight Mouse Ovr

How do I make it when a user puts mouse over on the Description box not TITLE it will change color? I've been trying everything in the css, but i may be changing the wrong thing im not sure. Can someone please help me

but it does not change the colors what so ever except the surrounding area.
