All external links works for Admins only

All external links in forum and blog posts are visible only to administrators. Registered users and guests get error messages. All posted images as the're hosted on external hosts are not visible, youtube content as well..., etc

example:


I checked all Security Settings, General Settings, CSS - can't find anything responsible for this.

• Unauthorize guests to post external links and emails : checked NO
  
• Disable external links to guests in messages : checked NO
  
• Display to guests, signatures from : checked ALL

Need help a lot , forum is currently dissabled due to this as those externall things are vital for those publications

Administration Panel > General > Forum > Categories & Forums
Press the permissions symbol for each forum and look for this at the top -
