    you must go to modules and left block you must see Portal pages management ...

    I've created my custom block (I think) but it's not showing. Any ideas on what I might be doing wrong? I'm trying to put a welcome gif in there.

    You must add this new custom block at Addition/Deletion of personal modules (you must pick your block from the list and locate it in the right section (header, column, footer)).
