Some members cannot see the + or minus to vote on a post. Some people can? I checked the admin panel on this and everything seems to be ok?

I may be on to something here. If a poster is in the negative ( like -15) ...would that make it so that poster cant vote on posts? I bumped a poster up to the positive side and he now can vote. Is this the case ?

People who have negative reputation (this means, less than zero), will not be able to give reputation to others.

I believe a negative reputation has nothing to do with if a member can do it or not.

I ran this test on two people. They both can vote now that they are both in the postive. Its worth looking into.
