Sorry there is no option to make a moderator for just one or two topics. You can set one or two forums for certain moderators.

Administration Panel > Users & Groups > Users > Search Users
Locate the username of the member you want to moderate the forum.
Press the permissions tab on the members' profile page in the administration panel.
Check the box for Moderate This Forum box for the specific forum.
Press the save button.
