How to make a forum inside a forum?

I would like to know how to make a forum inside a forum like this :-

But after you click that forum :-


There are 2 forums inside 1 one forum!

How is that possible

When you create ur first forum, there should be + non the right side. You just click it and you create a forum inside the first one. Like you create a ordinary forum =]
