Hi and good evening to you.Sorry you can not block just member from sending a pm
but you can stop all pm's by doing the following settings
ACP >>
General tab >>
Messages and e-mails >>- Private messages >>Private Messaging : Disabled Save
Your Done.

Do this:
Administration Panel > Users & Groups > Users > Search Users
Locate the member who want to stop from pm.
Press the username.
Scroll to the bottom of the profile and look for:
Can send Private Messages: No
