Order Of Post Wrong

I made it so the most recent shows first, and I see now, I should have made it so the New TOPIC post shows first and then all others after that show in the order they are posted. Is there a way to fix this?
Example:

I have Site Goals and Guidelines
but when I click on that I have to scroll to the very bottom to read them because my post I made regarding to that is seen first.

Okay, if I understand you right you have to open your admin panel first.

Click on 'General' tab, then under 'Forum' (left side of the screen) you'll need to click on 'Categories and forums'. Okay, once you've done this it'll show all the sections on your forum. You'll have to click on each individual one and change the 'sort topics by' and 'sort the posts of a topic by' by clicking on the drop down menu.
