Refused because your forum is not in English.  You could try on the official French support forum.

I can't promote my forums or search for english staff members on the french one.

Only forums that are in English can be promoted on the official English support forum.  If your forum was in English, your proposal would be accepted.  There are members on the official French support forum who know English.
