How to manage the permissions?

Hey! Help me somethings like this:
We have 'HELP' Forum
Only admin can creat theard in that fourm!
Me (Admin) creat "Theard: Help" in that fourum

And all members can post in my theard!

I'm bad English! So i u not understand, post it!

So, in your "HELP forum", you want only admins to post there?

Or you want to stop the members from posting there?

Please check the permissions of that forum
Admin Panel > General > Categories & Forums > Permissions of that forum
Make sure the box for 'Write and Reply' is checked > Save

Please change the title of your topic, that is related to your question/issue, so that other users will be able to find their question/issue using the search engine.

I want only admin can post new theard in that forum.
And anyone can post and comment in my theard!

General>Categories and Forums
Click on a forum name
Permissions tab
So the permissions should be checked of Open a new Topic [Only for Admins]
Reply to a topic [For admins & members]
