Basket means a forum where all the Garbage of the forum will go. First, you have to create a forum named Garbage or Trash or something like that, and them do this :-
Admin Panel > General Tab > (In the sidebar)Forum > (in the sidebar)Configuration > Find the option "Basket:" and choose which forum you want to make the trash can of your forum.
Then, if you want to move a topic to the Basket, all you have to do is Click the basket icon in the Mod tools and the topic will automatically go to the Basket.
