Is it possible to PM every member?

I've noticed that people don't always check their emails, so sending out information via the 'newsletter' facility isn't always as effective as it is perhaps intended to be.

Is there any way to send a Personal Message to every member on the forum? If so, how?

The only way would be to create a group and add all the members, then send a private message to that group.

Ah, I did it!

I went into ACP > Groups > Group Administration > Create New Group, and I created a group for all members and selected 'yes' for "Auto-subscribe" and set the minimum posts to zero. It then automatically added every single member to the group.

To PM every forum member, just select the group you made in 'usergroups' and voila.

Also, you may want to set the group to 'hidden' so that normal members can't use it and spam everyone.
