My problem is that my website is not finished setting that does not allow new users to register on my website at.

Administrators have forbidden any new members.

So what are you asking to do?
You want to allow new members/registrations?
If so you need to open your registration for new members.

Go to

Admin panel / user and groups / user options

Scroll down to allow new members, click save, and that's it:)

The box seems to have allowed to register for new members.
Just so that they can write off the administrator to prohibit new users.
Six titles totaling is enabled.

Hello,

You need to make all forums only seen by members.
Admin Panel > General > Categories & Forums > Permissions > Make sure that the 'View forum' is un-checked for guests > Save

Do this to all the forums.
